Then the Registry Editor , go to this path - HKEY_LOCAL_MACHINE \ SOFTWARE \ Microsoft \ Windows \ CurrentVersion \ policies \ system, here you 'll find two string values - legalnoticecaption and legalnoticetext. First 'legalnoticecaption' and here double click on the 'Value Data' under 'Info' type , then 'legalnoticetext' and here double click on the 'Value Data' em type your full message .
Then restart your computer and see your message during startup .
